I have stayed at the Sugar Beach in Traverse City and I do not remember it being an inclusive resort.
I did a google search and found a few other resorts in the World that are called Sugar Beach. Perhaps you were looking at one of these inclusive resorts and thought you were looking at the one in Traverse City.
