First timer to Holland

Hi anyone has any idea when is the best month to visit Holland? How many days is enough to see the must see in Holland? Is it possible to travel from one place to another using public transport (we don%26#39;t drive)? Sorry got to ask very basic question as i know nothing about Holland :(
